The last time there was a change in U.S. passport fees was in February 1998.  By law, the U.S. Department of State must recover the true costs of consular services, including the issuance of passports, through customer fees.

The new worldwide schedule of fees for the issuance of U.S. passports is based on a fee study conducted by an independent company under the supervision of the State Department.  These new fees reflect the true costs of consular services offered in 2002.  It is necessary to periodically adjust the fees to maintain the quality of services and to implement technological advances to improve passport security features.
