Is there a daily limit on how many visas a consul can approve or deny?

There is no daily limit on how many visas can be approved or denied by Consular Officers. Officers review each case individually to determine if the applicant meets the requirements under the United States law to receive a visa. The applicant must be able to demonstrate that his intentions in going to the United States are for a short visit, as they stated during their interview, and that they will honor the terms of the visa issued to them

If the officer determined that the applicant is unable to meet the requirements to be approved a visa it is best to reapply only after there are significant changes in the applicant’s personal situation. Reapplying with a new document or with a document that the Consul did not see the first time does not necessarily help the applicant overcome the previous refusal. There is no lottery system for tourist visas; decisions are consistent from officer to officer. Your chances of being issued a visa do not increase if you apply more often.

First and foremost, the applicant must remember to tell the truth on the application and during the interview. If the applicant meets the requirements and he demonstrates to the Consular Officer’s satisfaction that he will honor the terms of the visa, the visa will be issued no matter how many others were issued that same day, that month, or even that year.
